Haroldas Brožaitis, Director
Education: Master Degree in International Relations and European Studies from the Central European University.
Haroldas is the director of Public Policy and Management Institute (VšĮ Viešosios politikos ir vadybos institutas; further PPMI) since 2001. He has an established experience in leading and co-ordinating complex projects which deal with devising, management, monitoring and evaluation of public policy interventions, particularly the ones co-financed by the EU. Haroldas has substantial experience in advising and providing technical assistance on the aforementioned issues to both the EU level (mainly the European Commission, incl. DG Employment, Social Affairs and Equal Opportunities, EuropeAid) and national/regional/local level public authorities, among the latter – the Chancellery of the Government, the Ministries of Finance (which also serves as the Managing Authority for EU Structural and Cohesion Funds in Lithuania), Social Security and Labour, Education and Science, Economy, Interior, implementing agencies (e.g., European Social Fund Agency) and others.
In a number of recent projects (both technical assistance and evaluation projects) Haroldas acted as the lead expert in setting-up and further development of management and monitoring systems used for administration of EU structural assistance in Lithuania. As a result he has accumulated an in-depth understanding of theoretical and practical aspects of monitoring public interventions as well as guidance by the European Commission on the these issues (EC working documents for 2000-2006 and 2007-2013, Evalsed initiative, etc.). Moreover, he has acquired important practical experience in designing monitoring systems and subsequently improving them. Moreover, as the Director of the Institute he is and was in charge of various projects dealing with the aforementioned three dimensions, which range from EQUAL Development Partnership “Strengthening Youth Motivation for Employment” to the evaluations of EQUAL (ESF-funded) and ACCESS (Phare-funded) programmes in Lithuania.
In addition, Haroldas has an overall seven years experience as a lecturer and trainer and is actively involved in lecturing at universities as well as training (including training of the highest level civil servants) on the EU Structural and Cohesion Funds, monitoring and evaluation, project development and management and other relevant issues.
