Public Policy and Management Institute is a public policy analysis and evaluation centre. It conducts research and provides advice aimed to improve public policies and their management.

The research produced by the Institute leads to a better understanding of public policy challenges. The Institute works to identify the causes of these challenges, to formulate alternative solutions and to suggest the most appropriate decisions. The Institute helps to define the logic of public intervention in various fields of public policy, provides proposals concerning the implementation and management of these policies, and assists in creating policy monitoring and evaluation systems. With the assistance of the Institute, organisations improve their performance, develop their administrative capacities, evaluate results and learn from national and international best practice.

The Institute takes an active part in the activities of non-governmental professional organisations and networks. It is a member of the Knowledge Economy Forum, a partner of the Alliance "Window to the Future". Representatives of the Institute participate in the work of the Knowledge Economy Council under the President of the Republic of Lithuania. A number of the Institute's employees lecture in the Lithuanian universities and conduct trainings for specialists of the public sector.

In 2008 the Institute was officially recognised as a private research institution.
