dr. Vitalis Nakrošis, Partner, Programme Manager
Since 2003 Dr. Vitalis Nakrošis is a partner in PPMI, he currently holds the position of a programme manager. His main responsibility in PPMI is the projects and issues of improving public management and evaluation of EU or national policies. Vitalis was involved in about 30 PPMI projects, he acted as a team leader in more than 10 projects, including large evaluation projects commissioned by the European Commission.
Key areas of expertise
- Policy areas: public management policy, EU public policy, cohesion/regional policy, research and education policy.
- Methods: desk research, intervention/logic models and contribution analysis, interview and survey programmes, various methods of policy analysis and evaluation.
- Project management: management of complex evaluation projects.
Vitalis regularly participates in international conferences of the European Evaluation Society, represents PPMI in the European evaluation network „C2E" (Cooperation for European Evaluation). He is also involved in few public administration networks.
Vitalis is involved in the performance of the Sunset Commission under the Lithuanian Government as well as a few working groups of the Lithuanian ministries. He was employed in the Lithuanian Ministry of Public Administration Reforms and Local Authorities, the National Regional Development Agency.
Vitalis is an associate professor of the Institute of International Relations and Political Science in Vilnius University, where he teaches public policy and policy analysis, comparative public administration and strategic planning as well as carries out fundamental research in the area of public policy and administration.
